Can a runout tolerance carry an MMC modifier?

No. Runout always applies regardless of feature size. A material condition modifier on it is non-conformant.

A material condition modifier says at maximum or at least material condition, which is a statement about a size that is allowed to vary. Only a feature of size has such a size. Runout is checked as the part turns, circularity and cylindricity and both profiles apply to a surface, and none of them has a size for the modifier to attach to.

People break this rule by analogy, having seen a position tolerance at MMC and reasonably assumed the modifier is generally available. A runout at MMC looks perfectly ordinary on a drawing and is not legal.
